International negotiations

PIFS has been providing support to Member countries, through the One CROP team led by SPREP, to have a strong voice in the UNFCCC negotiations on climate change and climate finance at the Conference of Parties (COP) negotiations, preparatory meetings as well as other international meetings. This includes providing technical and advisory support to FICs during climate change negotiations, papers to Leaders’ meetings for their discussion and decisions; negotiations support on climate finance to FICs during mid-year inter-sessional and annual COP meetings as part of the One CROP team; and preparatory support to PICs through Pre-COP meetings.

For 2020 and beyond, PIFS is aiming to work closely with SPREP and the One CROP team as well as with FICs to strengthen the region’s political approach and participation at COP 26 and beyond to advance key priorities including enhanced nationally determined contributions (NDCs), mid-century low emission development strategies, ease of access to climate finance, financing for loss and damage, ocean-climate nexus etc.


  • Leaders’ endorsement of the Kainaki II Declaration for Urgent Climate Change Action Now for COP 25 and UNSG Climate Action Summit. The 10 calls form the basis of the Forum’s international engagement and advocacy.
  • One CROP plus lead support on climate finance in the UNFCCC process.
  • Successfully hosted the Kainaki II to COP 26 – Pacific Islands Forum High-Level Roundtable on Urgent Climate Change Action’ with Forum Dialogue Partners in December 2020 to mark the fifth anniversary of the Paris Agreement. The Forum urges legacy moment for Pacific and Dialogue partners on urgent climate change action.
  • The COP26 Pacific Political Climate Champions’ concept was developed by the One CROP+ team and endorsed by Leaders in 2021. The champions advocated for five key Pacific priorities identified by the Pacific, which include Climate Finance, Climate Ambition, Environmental Integrity, Loss and Damage, and Oceans.   • Despite COVID19 and travel restrictions, the collective voice of the CROP One Plus and the Pacific Small Islands Developing States (PSIDS) was amplified at COP26 on the key priorities for the Blue Pacific. This resulted in inclusion of Oceans in COP26 Cover Decision; agreement for a process to start discussing dedicated funding arrangements for Loss and Damage; a package that will enable tracking of emissions reduction by 2030 towards 1.5 degrees; increased climate finance including financing for adaptation and ensuring that there no net increase in global emissions within and between Nationally Determined Contributions (NDC) implementation in relation to Environmental integrity.
