Common areas of strategic interest
France has direct strategic and economic interests in the region through its Pacific entities of New Caledonia, French Polynesia, and Wallis and Futuna. France is a member of the Pacific Community and SPREP. The French government have been cooperating through such initiatives as the joint Australia-France HIV and STI programs for Pacific Islands. Cooperation is well established in some defence areas, including disaster relief coordination under the trilateral FRANZ arrangement with New Zealand (activated most recently in response to Tropical Cyclone Winston in Fiji), and maritime fisheries surveillance, also under trilateral arrangements with New Zealand.
France trade with the Pacific Region has seen a decrease of 9.4% between 2014 and 2016. France trade with the Pacific constituted for 0.36% of world trade in 2016.
France holds a permanent seat on the UN Security Council and is a member of the UN Human Rights Council for 2015-16. It hosted the UN’s Framework Convention on Climate Change 21st Conference of Partners (COP21) in December 2015.
France is both a political partner and donor in the region. The Pacific Fund of the French Ministry of Foreign Affairs is a support fund which annually directs approximately EUR 4 million toward projects incorporating the French territories within the region. The 2017 results of the first call for projects of the Pacific Fund saw 43 projects selected for co-financing out of the 92 which were registered. The total amount of the co-financing decided on reached EUR 1.3 million, which corresponds to an average amount of approximately EUR 30,000 per project.
