Strengthening Non-State Actors Engagement in Regional Policy Development and Implementation Programme:

The “Strengthening Non-State Actors Engagement in Regional Policy Development and Implementation Programme” (the NSA Programme) is funded by the European Union through the 10th European Development Fund (EDF10) and implemented by the Pacific Islands Forum Secretariat (PIFS).  The contribution agreement for the programme was signed in September 2014 with funding of Euro 4 million for a period of 50 months, ending in March 2019.

The overall objective of the programme is to promote good governance in the Pacific and ensure that NSA perspectives are reflected in effective regional policy development processes and dialogues.

The programme purpose is to build the capacity and ability of Non-State Actors (NSAs) to participate effectively in regional policy making processes and implementation.

The NSA Programme entails three key result areas:

  1. Strengthened and institutionalised arrangements for PIFS-NSA collaboration in regional policy development and implementation;
  2. Enhanced NSA awareness to engage, influence and monitor regional policy development;
  3. Strengthened institutional capacities of NSAs to effectively participate in regional policy dialogue.

The target beneficiaries (NSAs) include civil society organisations, non-government organisations, research institutes, think tanks, networks, issues-based coalitions, and organisations that represent the private sector. The programme will specifically target regionally focused NSAs and national umbrella organisations for NSAs.

The Programme Team comprising a Programme Manager (Crystal Johnston), and a Grants Officer (Sai Too Go) was established early 2015, with a Civil Society Engagement Officer (Penisoni Naupoto) joining the team in July 2015.
