Distinguished Representatives, Ladies and Gentlemen. A very warm welcome to your Forum Secretariat, especially to those of you who had to travel long distances to get here. We are at your disposal; please let us know if we can be of service. May I first of all on your behalf, sincerely thank the out-going Chair of the FOC, Mr Isikeli Mataitoga from Fiji, and add my welcome to the in-coming Chair, Mr Taam Biribo from Kiribati. I am sure that you will provide the same generous support to the Chair, as you have accorded to his predecessors.
