SIS SEMINAR ON BULK PURCHASING OF PETROLEUM




Smaller Island States representatives in the Pacific Islands Forum will attend a seminar at the Forum Secretariat in Suva, Fiji, 5 October on bulk purchasing of petroleum.

The objectives of the seminar are to:

" present to SIS Members the bulk purchasing framework and agreement that would enable them to improve their access to petroleum price risk management tools, and improve the competitiveness of national enterprises, and

" create a better understanding of the requirements of such a framework and also present practical case studies where similar arrangements are effective.

Presentations at the seminar will cover issues such as the 2005 SIS Bulk Procurement Study, current work in the Federated States of Micronesia, aggregation concepts and a case study on regulatory oversight done in Fiji.

There will also be discussions on energy risk management and procurement procedures and how the SIS will move forward in addressing the issues.

The Framework Agreement on Bulk Purchasing will be further discussed at a meeting of SIS Senior Officials which will be held following the seminar on 6th October also at the Forum Secretariat, Suva.

The SIS Senior Officials Meeting agenda will also include issues such as a review of the outcomes of the 14th SIS Leaders Summit, an update of the Pacific Plan and the SIS Unit at the Secretariat and a review of SIS Membership.

SIS countries are Cook Islands, Kiribati, Nauru, Niue, Republic of Marshall Islands, Palau and Tuvalu.
