Pacific Aviation Safety Office receives funding

The Pacific Aviation Safety Office (PASO) is set to expand its operations in the next few months with the release of the first instalment of the US$1.5 million loan by the Asian Development Bank (ADB), and grant of US$495,000 for associated technical assistance.

The funding from ADB will be used to finance the operations of the PASO office, including the hiring of technical personnel.

An associated technical assistance (TA) grant will finance regulatory and legislative harmonisation and recertification of airlines, thanks to additional funding of US$130,000 from the New Zealand Government Security Fund.

This regional initiative has been part of the Forum aviation action plan for almost ten years so the PASO Council of Directors must be commended for working very hard to get to this point. I also thank the ADB and guarantor Governments for enabling this financial support to PASO,  said the Secretary General of the Pacific Islands Forum Secretariat, Mr Greg Urwin.

It is certainly an example of a model that we should replicate to encourage the development of regional cooperation in other sectors. 

PASO will also be receiving funds totalling US$200,000 from the International Financial Facility for Aviation Safety (IFFAS), which is operated by the International Civil Aviation Organisation (ICAO). The ICAO, which regulates aviation worldwide, has pledged its full support to PASO and is a member of the PASO Council.

PASO is an international regional organisation set up under the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST). PASO will be responsible for overseeing regional aviation safety and security for its member countries, its core set of responsibilities will include flying operations, airworthiness, security, airports, and personnel licensing for these disciplines.

Current PASO members are: Australia, Cook Islands, Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands, Tonga New Zealand and Vanuatu. Associate members include: Asian Development Bank (ADB), Association of South Pacific Airlines (ASPA), the United States Federal Aviation Administration (FAA), International Civil Aviation Organisation (ICAO), and the Pacific Islands Forum Secretariat (PIFS).
