PRIVATE SECTOR ASSISTANCE
The Pacific Islands Forum Secretariat is working with the Government of Niue to develop the private sector on that Pacific island.
"The Secretariat support covers a number of areas and will include assistance for a review of Niue's investment legislation, to make it more user-friendly," said Acting Forum Secretary General, Peter Forau.
A team from the Secretariat recently met with government and business representatives on the island to discuss various factors holding back business development.
These include the country's declining population of less than 2,000 people, which has limited the size of the domestic consumer market, leading to a shortage of skilled and semi-skilled labour.
The complexity of the land tenure system on Niue affected the efficiency and viability of businesses, and would require close consultation with landowners on a way forward.
Investment policies and regulations needed to be reviewed so as to better support business development and be cost-effective. The limited access to finance for local investors could be partly addressed by exploring a micro-finance scheme.
The consultations also discussed ways of promoting an entrepreneurial culture at an earlier age, through the introduction of business-related education at the primary and secondary school levels.
Despite the above constraints, significant business opportunities in Niue were identified especially in the development of niche agricultural products and tourism services. The mission also provided technical advice to support its call for the establishment of a united national private sector organisation that included local micro-entrepreneurs.
The participation of the Trade Commissioners from the Auckland and Sydney Trade Offices in the mission enabled exchanges on strategies to encouraging inward investment by non-resident Niueans as well as promoting Niue's niche exports.
Over the coming months assistance will also be provided by the Secretariat to Niue in various other trade-related areas for which it requests help.

NAURU LEGAL APPOINTMENT
The Pacific Islands Forum Secretariat has announced the appointment of a Legal Officer to work in Nauru under the Pacific Regional Assistance to Nauru (PRAN) framework.
Mr Fred Amoa, who is based in New Zealand, will work closely with the Secretary for Justice and the police prosecutions unit.
In addition to his consultancy work in New Zealand, Mr Amoa has previously worked for the Forum Fisheries Agency and as a State Solicitor in Samoa.
Funding for the position has been provided by New Zealand and is further evidence of the support that Nauru is attracting under the PRAN initiative, said Acting Secretary General, Peter Forau.
Appointments for a Resident Magistrate and a Secretary for Justice to work in Nauru, also under New Zealand funding, will be announced in the first half of this year, Mr Forau said.
