ENHANCED CONSULTATIVE MECHANISM PROCESS VERY IMPORTANT FOR RAMSI
The Enhanced Consultative Mechanism (ECM) process is very important for the effective consultation between the Solomon Islands Government, RAMSI and the Pacific Islands Forum Secretariat
Opening the 3rd ECM in Honiara, this morning, Solomon Islands Minister for Foreign Affairs and External Trade, Hon. William Haomae said the ECM is very important for achieving the objective and goals of RAMSI “and more significantly for better realization of these goals.”
Mr Haomae said a new beginning in the partnership between the Solomon Islands Government, RAMSI and the Forum was established at the last ECM and the Forum Ministerial Standing Committee meetings held in February this year.
“The decision by the Ministers to establish a new Solomon Islands Government/RAMSI partnership framework signifies the confidence that they have in this Mechanism, more so, the consultative process in the formulation of this Framework.
“This partnership has its importance in the delivery of positive outcomes to the people of Solomon Islands through a continuous dialogue and consultation with RAMSI,” Mr Haomae said.
He added: “It is a fitting moment as well for this partnership to be formulated around the same time, when Solomon Islands celebrate its 30th year of political independence. It is pleasing to note that the theme of the 30th anniversary ‘Iumi tugeda bildim kantri blo ium’ (Together we will build our country) also reiterates the spirit of cooperation that is necessary for us as partners and parties to this Partnership Framework to work together as we build this nation we call Solomon Islands.”
“It is our view that the structure of this Framework will assist us to align our efforts for greater impact on the livelihoods of the 80 plus percent of our people that depends on economical rural activities to meet the basics of their rural livelihoods and its sustainability.”
The one-day ECM meeting will discuss the Partnership Framework, receive update reports from the Solomon Islands Government and RAMSI on the implementation of the 2007 Pacific Islands Forum RAMSI Review Task Force Report and proposed review of RAMSI’s presence in Solomon Islands. The meeting will also discuss the RAMSI Performance Report 2007/08, an offer from Japan to support RAMSI and an update on the implementation of the new reporting format.
The ECM meeting will prepare a draft Outcomes statement on the issues for the consideration of the Forum Ministerial Standing Committee.
The ECM meeting is attended by senior officials from the Solomon Islands Government, RAMSI and the Australian Government. The Forum members at the ECM includes Papua New Guinea and Niue. The Forum Secretariat is facilitating the ECM meeting.
The ECM meeting will be followed by a meeting of the Forum Ministerial Standing Committee on Thursday this week in Honiara. It will be attended by Ministers from Australia, Papua New Guinea, Niue and Tonga.
The establishment of the ECM and the Forum Ministerial Standing Committee to provide oversight and governance to the RAMSI operation was one of the key recommendations of the Forum RAMSI Review Taskforce Report. The Report was endorsed by Forum Leaders at their meeting in Tonga last year.
