Niue marks milestone in Private Sector/Government cooperation 

The adoption of a Private Sector Development Strategic Plan signals a new beginning for a working partnership between Niue’s private and public sectors. 

This is the first such plan produced in full consultation with Niue’s private sector, government and non-government organisations. Submission from Niueans living in New Zealand were also presented to the Niue Government and considered in the development of the plan. 

"This marks the beginning of a firm partnership between the Government and the private sector," said the Premier of Niue, Honourable M Young Vivian. 

"It is the first time in our history that the government and private sectors have cooperated to formalise a partnership." 

The plan is a roadmap to assist private sector development for 2007-2010 by setting out strategic goals and key outcome objectives tied to timelines and allocated activities. 

Niue’s Minister responsible for Private Sector Development and Economic Development, the Hon. Bill Vakaafi Motufoou, strongly supported the new strategic development plan, saying this was a significant achievement for Niue. 

"It seems we’ve been roaming the desert for the past 40 years and this document will show us the way." 

Work on developing the plan for Niue began in January 2006 following a Private Sector Development Mission coordinated by the Pacific Islands Forum Secretariat’s (PIFS) Private Sector Development Unit, together with the Pacific Islands Trade & Investment Commissions (PITICs) from New Zealand and Australia. The mission highlighted the urgent need to create an enabling environment that would encourage the establishment, growth and diversification of businesses in Niue. 

"An important milestone in this exercise is the united support of the private sector for the Niue Chamber of Commerce as the National Private Sector Organisation (NPSO) to represent the interests of the private sector at both the national and regional levels," said Forum Secretariat’s Deputy Secretary General, Mr Peter Forau. 

He added that the Pacific Plan, the strategic guide for regional development cooperation and integration, prioritised increased private sector participation in, and contribution to, development. 

The Niue Business Centre will act as the Secretariat for the NPSO during the implementation period of the plan. 

A series of open-forum consultations conducted by the Niue Chamber of Commerce, and with a team from the PIFS and PITICs NZ led by the Forum Secretariat’s Private Sector Development Officer, Ms Faulalo-Stunnenberg in July 2007, identified activities, which form the basis of the Private Sector Development Strategic Plan 2007-2010. 

The Government of Niue appointed a working group comprising representatives from business, government and non government to work with the PIFS-PITIC team. The working group has been tasked with setting up a framework for implementing the plan.
