Private Sector Development


The Economic Governance Programme’s objective is to facilitate opportunities for sustainable economic growth in Pacific Island Countries. Key objectives specific to Trade in the region include:

  • Improving the trade policy environment for domestic and international trade; and
  • Increasing trade and investment and private sector development.

Trade and Investment Promotion for Pacific islands businesses in key international markets and private sector development are the primary focus areas of the Private Sector Development Unit (PSD Unit). Recognizing the geographical challenges faced by the private sector in the marketability of their goods and services, the PSD Unit takes steps to assist private sector businesses access regional and international markets through sectorial initiatives on a partnership basis with other CROP agencies, development agencies, the Forum’s international dialogue partners and others. The Secretariat works to mobilise resources to support the Pacific Trade & Invest network of offices in Auckland, Beijing, Geneva, Sydney and Tokyo.

The Secretariat recognizes the important role of the private sector including the Micro, Small and Medium Enterprises (MSMEs), in sustainable economic development. We assist member countries undertake necessary reforms and private sector development initiatives, considerate of the micro, small enterprises-situated at the bottom of the market chain pyramid.

The Forum Secretariat provides quality technical assistance to member countries and private businesses, in specific areas to complement private sector development initiatives by member countries, other CROP agencies and development partners. Our key priority areas of intervention include:

  • Providing technical assistance to member countries in the establishment of business friendly trade and investment policies and other economic reforms, taking into consideration the unique circumstances faced by micro, small and medium-sized businesses;
  • Entrepreneurship and business development through the provision of business advisory services, including regional and international market access information, and access to novel trade financing mechanisms;
  • Advocate for public-private partnerships;
  • Build the capacity of businesses to penetrate regional and international markets; and
  • Facilitate High level Public-Private Policy Dialogue periodically, commensurate with the established Private Sector Dialogue (PSD), between the private sector operators, Forum Economic Ministries, and Pacific Island Forum Leaders.
