PROGRAMME MANAGER (PACREIP)
The Pacific Islands Forum Secretariat (PIFS) is seeking to recruit a Programme Manager for the Pacific Regional Economic Integration Programme (PACREIP) under the European Development Fund (EDF 9). The Programme Manager - PACREIP will be accountable to the Director Economic Governance for: - Managing and coordinating the components of PACREIP including all technical assistance inputs, liaising and coordinating with other component managers to ensure a consistent programme approach is adopted and adhered to; - Developing, establishing and maintaining a common framework for work programme and reports for all components and consolidate six-monthly reports and Annual Work Programme as well as arranging and servicing programme steering committee meetings; - Managing the disbursement of funds to the various programme components and that all supplies and services procured for the programme comply with EDF rules and conditions, consistent with the terms of the Contribution Agreements; - Controlling and managing the PIFS component budgets and overseeing PIFS component accounts and coordinating annual financial audits of the programme and implementing subsequent audit recommendations; and - Assisting project component Heads prepare terms of reference and launch necessary studies and assisting Economic Governance prepare project proposals for new initiatives supporting Regional economic integration and managing and coordinating other trade activities funded through the EDF. Applicants should possess an advanced university degree in Management, Business, Public Administration or related area or at least 10 years experience in project planning and management. They should be familiar with EU financial and administrative procedures as well as the ability to work alone with other professionals with minimal direction and to tight deadlines. Preferred candidates will have strong analytical skills and the ability to master new material quickly as well as experience with Log framework development and project evaluation. Experience working in the international environment (particularly in the Asia Pacific region) is desirable as well as a sound understanding of issues and problems facing Forum Island Countries in relation to the trade policy and private sector development.
