PACIFIC ANTI-MONEY LAUNDERING PROGRAMME (PALP) The Pacific Anti-money Laundering Programme was launched in September 2006 at the Pacific Islands Forum Secretariat (PIFS) in Fiji. It is a partnership between the PIFS, the Department of State’s Bureau for International Narcotics and Law Enforcement Affairs and the United Nations Office for Project Services (UNOPS). PALP is designed to develop viable anti-money laundering/ counter-terrorist finance regimes in the fourteen non-FATF member states of the PIF. Full-time and intermittent residential mentors provide regional and bilateral training in all elements required to establish viable anti-money laundering/counter-terrorist financing regimes that comport with international standards. In this regard PALP seeks to recruit a Regulatory Mentor. The PALP Regulatory Mentor will provide advice and assistance in: • Developing and implementing anti-money laundering/counter/terrorist financing (AML/CTF) guidelines; • Developing AML/CTF supervisory policies and examination procedures; • Developing AML/CTF training programs for examiners/auditors, Supervisory Authorities and supervised financial institutions; and • Establishing appropriate information sharing mechanisms between regulatory and law enforcement bodies and FIUs. To be successful in these roles you will need relevant professional experience; demonstrable knowledge and understanding of the UN Security Resolutions and Conventions relating to money laundering and the financing of terrorism, the FATF 40 Recommendations and the Special 9 Recommendations and AML/CFT Assessment methodology; and experience in training/mentoring. The PALP regulatory mentor will reside in a Forum Island country to be named and will provide assistance to other participating jurisdictions in the PALP. Missions of 4-6 weeks duration or longer to other participating jurisdictions will be required. The appointment will be for one year, with the possibility of a renewal subject to funding, performance and the need for the position.
