PACIFIC ANTI-MONEY LAUNDERING PROGRAMME (PALP)

The Pacific Anti-money Laundering Programme was launched in September 2006 at the Pacific Islands Forum Secretariat (PIFS) in Fiji. It is a partnership between the PIFS, the
Department of State’s Bureau for International Narcotics and Law Enforcement Affairs and the United Nations Office for Project Services (UNOPS).

PALP is a regional training and technical assistance programme designed to assist Forum Island Countries establish or enhance their anti-money laundering/counter terrorist financing regimes to comply with FATF standards and the relevant UN Conventions and Resolutions.

The PALP team consists of a Coordinator, and full-time (resident) and intermittent mentors who provide regional and bilateral training in all elements required, to establish viable antimoney laundering/counter-terrorist financing regimes that comport with international standards. In this regard PALP seeks to recruit a Coordinator and two Law Enforcement Mentors.

The PALP Coordinator will:

• Manage and facilitate the implementation of the PALP programme of assistance on anti-money laundering/counterterrorist financing (AML/CTF) issues;
• Manage PALP team members including staff recruitment, induction, performance management, training and development and welfare;
• Liaise effectively with participating countries including host countries, to ensure that all necessary arrangements are made for regional and national capacity building and
training activities;
• Manage the PALP budget including the preparation of annual budgets and costs estimates for PALP work-plans and activities, quarterly and monthly reports as well as monitoring project expenditures;
• Maintain regular liaison with other donors to avoid duplication of effort including sharing of information and close coordination with AMLAT and APG.

The PALP Law Enforcement Mentors will provide advice and assistance in:

• Financial investigations relating to all source money laundering and terrorist financing;
• Asset tracking, freezing, prosecution and seizing;
• Case management;
• Utilisation of Proceeds of Crime legislation;
• Preparation and presentation of evidence in criminal matters; and
• Familiarisation with Mutual Assistance legislation and the making of requests to foreign jurisdictions.

One Law Enforcement Mentor must be familiar with U.S. laws.

To be successful in these roles you will need relevant professional experience; demonstrable knowledge and understanding of the UN Security Resolutions and Conventions relating to money laundering and the financing of terrorism, the FATF 40 Recommendations and the PACIFIC ISLANDS FORUM SECRETARIAT Special 9 Recommendations and AML/CFT Assessment methodology; and experience in coordinating and managing technical assistance programmes of training/mentoring.

The PALP Coordinator will be based at the Pacific Islands Forum Secretariat in Suva, Fiji. The Law Enforcement Mentor(s) will reside in a Forum Island country to be named and will provide assistance to other participating jurisdictions in the PALP in consultation with the PALP Coordinator. Missions of 4-6 weeks duration or longer to other participating jurisdictions will be required. The appointments will be for one year, with the possibility of a renewal subject to funding, performance and the need for the position.
