PACIFIC ANTI-MONEY LAUNDERING PROGRAMME (PALP)The Pacific Anti-money Laundering Programme was launched in September 2006 at the Pacific Islands Forum Secretariat (PIFS) in Fiji. It is a partnership between the PIFS, the Department of State’s Bureau for International Narcotics and Law Enforcement Affairs and the United Nations Office for Project Services (UNOPS). PALP is a regional training and technical assistance programme designed to assist Forum Island Countries establish or enhance their anti-money laundering/counter terrorist financing regimes to comply with FATF standards and the relevant UN Conventions and Resolutions. The PALP team consists of a Coordinator, and full-time (resident) and intermittent mentors who provide regional and bilateral training in all elements required, to establish viable anti-money laundering/counter-terrorist financing regimes that comport with international standards. In this regard PALP seeks to recruit one Law Enforcement Mentor. LAW ENFORCEMENT MENTOR The PALP Law Enforcement Mentor will provide advice and assistance in: • Financial investigations relating to all source money laundering and terrorist financing; • Asset tracking, freezing, prosecution and seizing; • Case management; • Utilisation of Proceeds of Crime legislation; • Preparation and presentation of evidence in criminal matters; and • Familiarisation with Mutual Assistance legislation and the making of requests to foreign jurisdictions. To be successful in these roles you will need relevant professional experience; demonstrable knowledge and understanding of the UN Security Resolutions and Conventions relating to money laundering and the financing of terrorism, the FATF 40 Recommendations and the Special 9 Recommendations and AML/CFT Assessment methodology; and experience in coordinating and managing technical assistance programmes of training/mentoring. The Law Enforcement Mentor will reside in a Forum Island country to be named and will provide assistance to other participating jurisdictions in the PALP in consultation with the PALP Coordinator. Missions of 4-6 weeks duration or longer to other participating jurisdictions will be required. The appointments will be for one year, with the possibility of a renewal subject to funding, performance and the need for the position.
